The guidance also addresses compliance with the United States Environmental Protection Agency federal Underground Storage Tank (UST) regulations, 40 CFR 280. This handbook addresses inspections for both underground and aboveground storage tanks. The guidance summarizes and clarifies (but does not replace) the applicable regulatory requirements and describes the procedures used in a PBS inspection. While owners/operators of PBS facilities are not the target audience of this document, they can use it to better understand how to achieve and maintain compliance at their facility. Notice of the availability of the guidance was also published in the DEC?s Environmental Notice Bulletin on August 4, 2010 (see http://www.dec.ny.gov/enb/20100804_not0.html). Written comments regarding this proposed new Program Policy will be accepted until Wednesday, November 3, 2010.
